Born on February 10, 1957, in the village of Kurilovo, Moscow region.
Education: Moscow Institute of Railway Engineers, 1979; Institute for Retraining and Advanced Courses under the auspices of the Government of the Russian Federation, 1994.
Started working in 1979. Worked as a repair specialist and foreman at a railroad car depot of the Moscow Railroad.
1981–1991: Secretary, First Secretary of the Voskresensk City Committee of the Young Communist League, Moscow region; Second Secretary, First Secretary of Moscow Regional Committee of the Young Communist League.
1991–1992: Chairman of the Moscow Coordination Council of the Regional Organization of the Russian Youth Union.
1992–1999: Worked in banking. 1997: Head of the Department for relations with governmental bodies, First Vice President of Commercial Innovation Bank Alfa Bank. 1997-1999: Deputy Chairman of the board of Alfa Bank (open joint-stock company).
Since 1999: Deputy Head of the Presidential Executive Office of the Russian Federation.
Since 2000: Secretary of the State Council of the Russian Federation.

Since March 2004 – aide to the President of the Russian Federation.

Since May 2012 – adviser to the President of the Russian Federation.
